Human Resource Manager, Lockheed Martin

Bartley began his career with the U.S. Department of Energy (DOE), Richland Operations Office (RL) in 1986. After spending 23 years as a federal employee with the DOE, Bartley decided to take his many skills and talents into the private sector, and in July 2009 accepted a position as the Human Resources Manager for the Lockheed Martin Energy Technology Solutions Office in Richland, WA. In this role, Bartley is responsible for providing effective value-added human resources programs, products, and services that align with Lockheed Martin's business objectives in support of the 500-plus Hanford Lockheed Martin employees and $75 million dollar budget.

Prior to his position with Lockheed Martin, Bartley served as the Assistant the Director for the Office of Civil Rights, Diversity, and Employee Concerns with the Environmental Management Consolidated Business Center (EMCBC) in Cincinnati, Ohio. There, he was responsible for a range of duties, including oversight of contractors' equal employment, diversity, and employee concerns programs; managing student intern programs; overseeing college/university recruitment programs; coordinating EEO and diversity training; developing human capital management strategic plans; managing education/community outreach programs; and, fostering partnerships with small, women- and minority-owned businesses.

Bartley's commitment to community outreach transcends his regular workday. Throughout his career, he has participated and/or served on the boards of numerous community and professional organizations: Trios Foundation; African American Cultural, Community, Education Society (AACCES) Executive Board; Greater Cincinnati Federal Executive Board; Boys and Girls Club of America; Junior Achievement; Department of Energy Hispanic Employment Program Council; Washington State Academic Coalition; African American Federal Executive Association; Columbia Basin Minority Economic Development Association; and, Cambridge's Who's Who in U.S. Executives and Professionals.

A native of Los Angeles, Bartley attended Morehouse College in Atlanta, Georgia where he received his undergraduate degree in Psychology (with honors), with a minor in History. Bartley and his wife Michelle are now residents of West Richland, WA. When not working or supporting their favorite charities and community organizations, Bartley and Michelle enjoy traveling to exotic destinations, including the Hawaiian Islands and the Caribbean.
